There was a little more detail about this on the Yahoo Shep group. Charles announced he was tired of his site getting hacked, and he wasn't going to rebuild it yet again. He offered to help anyone interested in taking up the baton, and a fellow from Britain did respond and get a copy of all Charles' data from shep-archives. This new person couldn't commit to a time frame, but he intends to use the same domain name.
So, with a little luck, the archives will be back.
In the meantime, if I may make a shameless non-commercial plug, you could check out The Brass Figlagee podcast. The source material is about 98% of the files from shep-archives (I left out copyrighted material, and have culled a lot of full and partial duplicates). I upload a new episode every night, and there are currently 835 episodes on the podcast.
If you're not a podcast type, you can also listen to or download the shows right off the internet using GigaDial or one of the other services listed on the Brass Figlagee site.
For the moment, TBF seems to be the only source of files from the Jean Shepherd Project (which most of the shep-archives came from). The good news is that the files are all hosted on archive.org, which also hosts The Internet Archive. The files should be there for a long time, and there's no cost overhead for hosting or bandwidth.

Steve, we really appreciate your site. In fact, you have some programs I have not seen anywhere else..I have several hundred which I try to make available on a file sharing network called WINMX, but my time on there is very limited, (usually weekends.)
Once I see someone on there with an interest in Shep programs, I give them priority to download. I just don't have the resources to have a site of my own.

I have all that were in the archives, and some I found within the file sharing group. Of course you may offer them on your site.
On WINMX, just type Jean Shepherd into your search browser and you will generally find me on the weekends.
This particular fileshare vehicle also allows messaging..
